Simply deny PvP in any region and players will not be able to be combat tagged whilst in that region.
Not working for you? Make sure to install World Guard, and set PvP to true in the area you wish your players to be tagged in.
Combat Tag + was originally created for InspireMC, although I would like to publicly release it as there are no other plugins that do exactly what this plugin does. Combat Tag + makes use of the 1.8 action bar/hot bar by sending messages to the player. It also supports sounds, and blocked commands.

The plugin is very customisable, as you can tell from the configuration file:


Placeholders:

All usable placeholders are present in the default configuration file.
Use "*" in the blocked commands to block all commands whilst in combat.

Permissions:

"CTP.bypass" - bypass all combat tagging
