Pl3xIcons controls player access to custom icons provided by a small resource pack built by WolfieMario.
To use, place this resource pack somewhere accessible from the web and put the url link to it in your server.properties file under "resource-pack" section update the url in config.yml. If you do not have ProtocolLib installed you need to add the resource pack to your server.properties file. When users join your server they will be presented with an option to download and use this resource pack (unless they have disabled that in the client settings).
This resource pack will NOT override user's already enabled resource packs! Resource packs stack on top of each other, and this small resource pack only changes some unused Japanese characters.
It is also advised to give users access to the link to directly download the resource pack and manually install. This is useful for those clients that have auto resource packs disabled, or if they have accidentally declined the request from the server. Any user not using the resource pack will simply see Japanese characters instead of the intended icons.

Normally anyone can use the icons at will if they know which Japanese characters to paste into the game (no {icon-code} needed). Pl3xIcons will actually encode those icons into {icon-code} formats if the user does not have permission to use them.
Access can be controlled for chat, signs, renaming items on anvils, setting icons on nametags, and even from nicknames from plugins that provide nickname support.
More restrictions/controls will be added when more are discovered to be needed. If you (or your users) find a way to use these icons without permission, please let us know so we can restrict that access behind a permission node!
