It's not worth paying $50 for a modified 1.8 spigot so here it is for free.

If you get the error java.nio.charset.MalformedInputException: Input length = 1
or java.lang.ClassCastException: java.lang.String cannot be cast to java.util.Map
You need to add -Dfile.encoding=UTF-8 to your java startup flags
