Aatrox's minister perk is NOT wroking

My regular slayer quest price is 48k for t4's and t5's and this whole time ive been doing them thinking that this perk is actually works but, decided to test it out and turns it out does not work. It still costs 48,000 to start a slayer quest, it should cost 24,000 instead.
