Allow leave comments in report without "re-opening"

Currently, there are no one method for leave a comment in closed report (if we're don't use bugs). I suggest add this ability.

Currently behavior: report opens after you leave a comment.
Suggested behavior: report opens only if user don't check a option on form (?).
