Arcanist tempest buff

The people want an arcanist buff so here is two different suggestions for a buff:

1. Add to tempest that on kill you get double your eph, and on assist gain 100 energy
2. Buff the effect on kill to give you speed 3 for 9 seconds and regen 3 for 6 seconds

Choose which one you like the most, secpnd one is easiest to add for it is only changing values in existing code.

Otherwise I still recommend my buff for aecanist from before that arcane explosion activating should gove you speed 3...
