Are there bidding bots in AH? And if so, are they reportable?

Long story short, I'm trying to get a Night Vision Charm in AH, checking the item seems to go for 15-20k at BIN so I go to auction expecting to overpay a bit.

There is this dude who has a bid on it for 2.5k, so I just outbid him. I get outbid literally as soon as the bid is processed, so I think "ok fine, it's just someone whos keeping an eye on the item right now, since it's close to end" so I prepare to get in a bit of a bid war.
