Big issue regrading to fishing

There are lot of hate and toxicity on the chumcap bucket user which could make the nearby fishers fish up agarimoo. Therefore i have some suggestion to stop the hate regrading to the issue:
Make Chumcap Bucket on sea creature become personal only
or make them no longer be placed during some important event(i.e. spooky, jerry island, Marina fishing festival)
