Building and breaking certain blocks in housing as a guest

Hello!

I've been experimenting in housing recently and I've found it fun but, I am unsure how to or if there is even a way to allow players to place wool only, and break wool only. This may be too complex for housing although I'm not sure as I'm fairly new. For clarity, I ONLY want them to be able to break and place wool. No other blocks. The players will be in survival mode fighting each other in the area where they can place blocks.
