Derpy's Double Minion Output not working

My minions only generate double output when I'm on my island, but not when I'm offline.
My T11 fishing minions with a T5 Beacon, Postcard and Hamster wheels for fuel, make an action every 20.6 seconds or 2.91 actions per minute, each action gaining items because fishing minions don't have to replant anything. 50% of the items they generate are normal fish. By calculation, during derpy with double minion output they should've made about 20.8 enchanted fish, but they only made about 11, which...
