Do people use ping scripts to cheat?

I was wondering if some people use exploits to make other people ping higher when you are around them. I seem to experience this in Bedwars often. When I am around specific people, I seem to get around 200-300 ping and they usually end up killing me by putting blocks inside me and lagging me back, they also seem to take almost no knockback even with a kb stick. But when I'm around other players, my ping is around 20-40 and that is normal for me. So that's why I'm wondering. Please tell me...
