OPEN How can I put a GIF as an icon?

I have seen in several pictures, even in this, that users have GIFs as an icon. How can I do this and if there is any rule with this?

Install plugin AdvancedNMOTD and put 5 icons in config folder.This is not a gifs but its look nice
