How to enable update suppression on spigot or paper?

I have a survival server that has the paper installed and also uses the spigot kernel. I wanted to build an update supressor, but it does not work on spigot, the blocks are not updated for the first 2 seconds, but then everything happens as it should. Can I get the update supressor back to work without rolling back the server to the vanilla kernel, if this is not possible, what part of the spigot code should I return to vanilla for this to work (of course, without crashing my server)?
