i have a really old version 2.0.3! it will not work on newer servers!
Maybe you could use: PrisonEssentialsPlus , i can't like really help you. the version i have is 1.5 => it runs on spigot 1.8.8 but it's a bit outdated => the main features are the same but no spigot 1.9 support tho!
Check it out! If i find anything newer i will upload here!
