I need some help

I'm looking to make a server but i want a specific thing to happen in the server, i want players to be able to claim land and its safe, but if they're online i want other players to be able to open their doors and get into their chests, while warning the victim player in chat or on the screen that they're being stolen from. i want to add some form of semi-anarchy that allows stealing but not greifing, but disable the stealing when the players offline
