If a new rarity was added to the game, where in the hierarchy should it be?

The main reason I ask is because in the 1.0 design thread, Jayavarmen suggested that item rarities would be balanced to account for power creeping and changing positions of power and "the meta" as new items are added.

Personally, I think something between EPIC and LEGENDARY would be nice, since I feel like there are a few items that are too weak to be LEGENDARY rarity but are too strong to be EPIC rarity.
