I'm looking for an oddly specific faction-esc plugin.

I'm starting a server with some friends and I want a faction like plugin. I want the ability to make groups where people can form groups that can't attack each other (basically, a faction), but no homes, faction homes, shops, or claiming.

Basically, I want people to form alliances and nothing much else.

Are there any plugins like this?
