Increase Starlyn Prize chance for Legendary+ tiers

Starlyn Prize has a 10% (1 in 10) chance of being rewarded from achieving EPIC or a 20% (1 in 5) chance from LEGENDARY, MYTHIC, DIVINE, and SPECIAL Brackets in SkyBlock Agatha's Contest.

When the new tiers were added I was hoping to get more Starlyn Prizes from getting to higher tiers but no, all tiers above Epic have 20% chance, which in my opinion is not a great design considering that you need 20 for Jade pet, another 20 if you got Jade before Hina and you need to rebuy Shiniest...
