Is there any way I can nerf a default item's attack damage?

for example, how can I change a Netherite Sword's attack damage FOR EVERYONE on a server, without a command block or a /give? So like make it from 8 damage to 5, and everyone has that specific damage when crafting it? is there any plugin that does this. Pleasee help!
