Is this an Exotic/Glitched Item?

This item was made back in 06/01/2020
It is a crystal Legging Piece that purple but whats unique about it is that even after you put on the Set and take it off its still purple compared to the typical white color. In simple terms when the armors is off its still purple. When I asked Collector hub they weren't exactly sure, some said yes its a rare glitched item while others said its not. That's why I'm asking here to see if the forums would know
