''Mob Tier'' plugin

Hi!
I'm looking for a plugin, that makes it possible for me, to make tier locks on my Spawner section on EconomyShopGUI+.

An example would be, I have a faction server, and players can buy spawners with the in-game currency through vault. But what if I wanted to create a ''Mob-Tier'', where you'd have to kill X amount of a certain mob, to being able to buy the next one, and so on fourth. Would love to hear if that's a possiblity, or if you guys know of plugins that would help with my wishes.
