Nerfing BIN Sniper Mods

Hello,

BIN sniper mods have recently become quite popular, but they are destructive and should be less powerful.

Reasons

• They promote skipping progression
  • Recombobulated talismans (which really just cost money) give a significant stat boost
  • Grinding is easier with max gear (again, just costs money)
  • Minions are a viable way to level skills, especially with max setups ($$$)
• They give an advantage to people who pay for mods
