Prismatic Enchant Rework

Very simple change.

Revert the pristine stat gain from Prismatic to 1 per level but change the max level of Prismatic to 3.

The mining update removed a lot of sources of pristine, notably the -2.5 from halving the pristine stat and the Bal pet rework, whilst only giving back at most 1 pristine (1.1 with blegg) and at most 10 gemstone spread in mineshafts (effectively 1.1x pristine, which is not a lot for something exclusive to mineshafts).
