Question about mods

Am I allowed to use modpacks such as Reconsole (which makes Minecraft look like it's legacy console variants while also adding controller support)?
The modpack is on modrinth and it is mainly aesthetic.
The main mod of the modpack (Legacy4J) puts this message (seen in the attachment) in chat with a warning about using it which lead me to ask this question.
