Refunding some conditional Combat Wisdom

I don't normally use the forums, so here's a rare post from me to gather some community feedback.

One of the main complaints I have seen with this update is the hard nerf to Veteran. Heatran has said that more conditional Combat Wisdom may come to compensate, so this is my take on how some could be refunded.
