Rework Function Cooldown

As it stands right now, the function cooldown is utterly useless. I assume it was added as a measure to prevent recursion but currently, it's a very annoying restriction.

Functions are meant to make repeating code easier, so why can I only run every function once per action chain without a sizeable delay? That's stupid! There's a dozen ways to prevent recursion but this is the worst one.

If this is to prevent players from spamming laggy math stuff; guess what! People just make proxy...
