Romero and Juliette Quest

I'm having trouble with the Romero and Juliette Quest. I did it a couple years back but lost the accessory somehow so I went to redo it. Romero isn't next to Juliette anymore which I figured was due to some stuff that got messed up with my quests and reset a ton a while back but when I went to check his original spot under Funk he just isn't there. If anyone could help I'd greatly appreciate it.
