Sea creature spawning / when does it happen

I've been wondering recently with my crappy ahh mouse and a maybe crappy connection (mostly the mouse). When does the roll for which sea creature spawns happen? Before the bubbles start to go or when it's ready to be caught? and if (hypothetically) I were to miss the catch (because of my crappy mouse) does it act as if the creature was caught since it was rolled? and then make it take even longer for me to get one.
