basically terminals suck.
everyone knows that terminals suck.

the reason being used for bad game mechanics is basically “we can’t allow zero ping terminals due to cheaters”

however, as pointed out by cyan, allowing zero ping terminals would break inventory walking due to the way they rely on windowids.
