towny plugin config question

basically what I want is for all players that join to not be able to create new towns unless specifically allowed by me. I also want to give certain players the ability to invite players to their town, and finally I want to be able to have each town be it's own nation, so when you join the town, you will have the little nation thing next to your name. anything helps
