Whats the best way to map item textures to the actual items?

I have an all textures local file that has every texture in base minecraft as well as all the textures in furfsky. The way I'm currently mapping items to a texture is through a script that outputs a json file with all the mappings; is there a better way to do this? I'm missing textures like the heads; how do I get those?
