Note: Using ViaVersion in Spigot-1.8.8 server and joining with Minecraft 1.14 has incompatibility. Do not use npcs if you plan to allow your players to join from 1.8.8 up to 1.15.x, use Citizens and add the command /kbffa gui and will work for the moment!
