SERVER SpigotVIP Smart Survival | Premium & Unique 4.1.1 1.19.x

I have download this and using 1.19.3 tried different types like paper, spigot etc, but still not getting the resource pack to work fully and also getting a lot of spams onto console could someone help me out thanks
