Introduce oraxen dye command

Hey there,

This update introduce an experimental command: /oraxen dye <color> suggested by @B01W.
It allows you to easily dye leather armors and potions. This requires the permission oraxen.command.dye to work.

try to compile by urself the minecraft server 1.16.5 in java 16 and then upload it to shockbyte

install buildtools by here: https://hub.spigotmc.org/jenkins/job/BuildTools/lastSuccessfulBuild/artifact/target/BuildTools.jar

And then run these command on a folder to compile it: java -jar BuildTools.jar --rev 1.16.5

I just finished my week of exams ...so I'm back

Here is a little improvement that was requested on the discord: when your inventory is full, /o give will drop items on the ground.
