Why you want it:
I really want it for my Server to show up the Top 3 Voters Heads in Spawn And it would be really great way to show everyone who are the top Voters in the Server.

Why you deserve it:
Because l'm currently starting a Server with Votifier and l found GAListener the best plugin for it, because i will be able to reward players once they done voting, and the best way to grow up econmy, and l really cannot afford the plugin price, and do not own a -Redacted-.
It would be the best plugin for me so far because l already had found tons of Premium plugins here as well.

Agree with @benjabvb . You could use https://www.spigotmc.org/resources/superbvote.11626/ instead which is actually easier and works well with 1.9.4.

Also the older free Galistener creates a ton off errors on a 1.9.4 + spigot server...
And yes superbvote works on spigot 1.9.4 but some placeholders do not work at random times...
I will search for a good alternative... maybe use something like voteparty?

Yes I'm new staff. I've not noticed that error problem because I never ran a server in 1.9.4 and higher. But than I suggest superbvote or buy the plugin.
