Make Bal easier for ironman

Doing Bal for nucleus runs is by far the hardest thing for ironman players. Everything within the nucleus run changes already lengthen the amount of time each run takes. Why should ironman players need terror armor AND a term with wither shield to get good run times. Please consider reverting the Bal change or make it's health much smaller
