Make it so that the Fishing Speed Reduction only works when Underground Zones, such as Dwarven Mines and Crystal Hollows, not when under a block

to those unfamiliar, there is this mechanic, idk if it's vanilla or skyblock, but idc, that when underground, you fish slower.

The game doesn't know what is an underground, so it says, eh

if you are under a block it's underground enough.


To those familiar to the arts of Trophy Fishing or Crystal Hollows fishing, it should come as a no surprise...
