My theory on m7 loot being higher on s+ (TRIGGER WARNING BASIC MATH)

We've all heard that rumor somewhere, but I have a theory on why it might be correct
I made this post since a lot of people believe it and say it's true but not many people actually seem to discuss the reason behind it being true
I don't remember the exact amount people say S+ increases handle luck on m7, but I believe it's correct and here's why (also note handle and scroll have the same quality, so when i say handle include scroll in that)
