The developer of PhantomAdmin (Big_Scary) stepped down from the Spigot plugin development scene, and maintenance of his plugins are very uncertain now unless someone decides to take over like GriefPrevention which is now maintained by RoboMWM.
Finally, there's a cheaper and more active plugin that does the same as this one - PremiumVanish.
