priority for blaze slayer dmg

What should I prioritize for more damage in blaze slayer (ex: t7s>more mp or more mp>t7s). Also should I rag + reaper the first time he spawns his little minions or the second time?

I mainly need more damage against his minions because I cannot "one phase" them without buffs (I can only buff once). So smoldering is not a priority.
