(DONE) Server Help

Hey I am new to this stuff so sorry if it's in the wrong spot. I am looking for a way to implement command citizens with commands. So when you click a citizen you have to pay to use that command, and then make it so they cannot just type the command. I have been looking around and have no hope. If anyone can help me with this I would appreciate it thank you!
