Hello! There is a plugin currently on Spigot that is being actively updated and it supports 1.12! Sadly, ShortNinja passed away and they can no longer update their Staff+ plugin which was used by many and had many awesome features. This plugin costs $5 Dollars and looks like an awesome alternative that I think many BlackSpigot users and server owners would love to use and test on their servers as an alternative moderation tool.
