Stopping soft leeching of trees (leaving unfinished trees)

Some people love to cut most of a tree but not finish it, moving to the next tree and making that mostly cut tree someone else's problem to clean up. The clean up person will not receive much from the tree gift since they didn't cut as much, while the guy who's zooming aboutand more than half clearing trees get most of the rewards. "Trees eventually respawn regardless", yes, but that also hurts everyone else's rates overall.
